I bring over 10 years of web development experience and have worked and subcontracted with many small firms, freelancers and even large agencies in Toronto and Vancouver.
The first kind of web design company are called 'basement dwellers' by the mainstream internet industry, this is really considered the bottom of the barrell in the 'IT" world. However there are some very talented people working out of their basements so there are some deals to be had. In general you get what you pay for though, the fantasy that there is some brilliant talent working for pennies as a freelancer is often hard to find. The biggest issue for Business is that small firms and freelancers can't offer a wide range of solutions nor can they support complex products long term, they also miss out because without being able to collaborate and draw from a collective body of knowledge it difficult to advance and diversify your agency. A good example of a basement dweller is your local 'IT Guy' who also does web on the side. Is web 'on-the-side' really what you want representing your investment.
The Second type of Firm, and surely the most common is "The Web Design Firm" , small web design firms and mini - agencies about, they usually try and look a little bigger than they are, which isn't always a good thing. These companies develop 50-60% of all websites, and they range from the very, very bad to the very good. You need to shop carefully, testimonials is probably the most important thing, ask the web designer for references, talk with a couple of their premier clients, the ones they advertise on their front page and see what it was like to work with them. If your prepared to spend 5 to 10 thousand dollars to build a website, it pays to ask a few questions first. Not to mention you'll need a strong relationship with your firm since they'll need to support your website. The final issue that can arrise with the medium size firms is that they tend to lack proper production management and process, words like PEMBOK and 'process mapping' are almost non-existent. But then again these firms can't possibly be expected to build websites in victoria bc for small budgets and affort a top-notch production manager.
